The new Royal Decree approved by the Council of Ministers requires companies to introduce digital working time records that the Labour Inspectorate can access remotely. According to Wolters Kluwer’s 2025 Advisory Services Barometer, only 25% of SMEs currently have suitable digital tools, while 74% still record working hours manually or in Excel.

This creates an immediate challenge: companies must adapt within 20 days of the decree’s publication while ensuring the authenticity, traceability and protection of their employees’ data.
